Julian received a
B.S. in 1993 and an M.S. in 2000, both in Avian Sciences, from the
University of California, Davis. He attended the University
of California, Davis, School of Veterinary Medicine. Julian
received his Juris Doctor from Western State College University
College of Law in 2005, graduating with Scholastic Merit.
While in law school, Julian earned the Witkin Award (formerly Am.
Jur. Award) for a writing course. Julian was admitted to the
California State Bar in 2006.
Julian authored two scientific research articles published in Zoo
Biology (1995 and 1999) regarding hormone analysis in birds, as
well as a law review article (32 W.St.L.Rev. 141 - Fall, 2004)
describing the effect of awarding non-economic value for pet
loss. He conducted scientific research in such areas as the
effects of various environmental contaminants on reproduction and
the impact of stress levels on immune response. He performed
lab analysis on petroleum product contamination in the
environment. Julian assisted in research studying the effect
of an anti-anxiety medication on spraying behavior in cats.
Julian's areas of legal practice include water quality, water
district administration, environmental law, eminent domain, real
property, corporation and civil litigation.
He is a current member of the Riverside County Bar Association and
the State Bar of California.
